The birds are singing, the buds are budding, and this time of renewal often sees an increase in business formation and activity.   • Denver-based IT firm Platte River Networks has been  honored as a finalist for the Small Business of the Year Award from the Denver Metro Chamber of Commerce, with winners announced April 27th.   • Boulder based Tagwhat has raised $1 million in seed money so far and will close $3 million next month in a Series A round. Their mobile application delivers location-based content right where users are standing by employing GPS and digital compass.
